| The Employee Suggestion Program (ESP) provides a way for employees of the agencies of the Commonwealth of Virginia to receive money or paid time off by developing and submitting a suggestion that benefits the Commonwealth.
ESP is administered by the Department of Human Resource Management (DHRM). DHRM receives suggestions and distributes them for evaluation, maintains records, develops program materials, and sets policies and procedures. Participating state agencies designate Agency ESP Coordinators who implement the program at the agency level and are available to give program information and assistance to employees.
