What is my role?

In the role of Agency ESP Coordinator, you are the focal point for all ESP activities in your agencies. You have the key responsibility for:

  • facilitating the flow of ESP information from DHRM to your agency management and to employees;
  • helping employees prepare suggestions, if they ask for help;
  • promoting the program;
  • managing the evaluation process;
  • monitoring the first year of a suggestion's implementation; and
  • arranging for award presentation.

 

What do I do when I get a suggestion from DHRM to be evaluated?
  • Look over the suggestion and identify a subject matter expert (person or work unit) in your agency that would have the knowledge to assess the potential benefit of the idea.
  • Complete Part I of the Evaluation Form and forward the form to the subject matter expert along with the Tips for ESP Evaluators and any special instructions tailored to your agency. For example, some coordinators prefer to obtain the fiscal impact analysis if needed rather than asking the evaluator to do that.
  • Follow up to ensure that the evaluator understands what to do and make sure that the evaluation is returned to you in a timely manner.
  • Review the evaluation form to be sure it is complete and appears to be fair and reasonable. Return the completed form, including the fiscal projection part if applicable, to DHRM no more than 50 days from the date you received the suggestion. Contact DHRM if more time is needed.

If the proposal is outside of your agency's scope, please return the suggestion to DHRM promptly, noting the reason.

 

What do I need to do if the suggestion is approved?

If an employee of your agency submits a suggestion that is approved for adoption, you will receive a copy of the notification that is sent to the employee. DHRM will send the certificate with signatures of the Governor and the Director of DHRM to you. You should get your agency head to sign the certificate and arrange to have the certificate and the appropriate award presented to that employee. Agencies are encouraged to recognize successful suggesters, and you should bring this to the attention of your HR Director or agency head.

If an approved suggestion affects your agency, you may need to monitor the first year of implementation and ensure that the fiscal section tracks the impact of the suggestion so that the monetary award for the employee can be calculated.

What if the evaluator needs more time?
If a suggestion evaluation is not going to be completed within the allotted 60 days from when the suggester sent in, please complete the Extended Completion Date Notification and send it by e-mail only to esp@dhrm.virginia.gov.
